太仓生物港概况

Taicang Bio-Bay Overview

太仓生物港——生命科学与诊断产业园以国家级太仓港经济技术开发区为依托，重点发展生物体外诊断试剂及相应仪器、耗材为主的新兴产业，超前培育基因检测、大分子新药研发等先导产业，近远期结合，形成企业孵化器——加速器——产业基地的“三级跳”创新创业服务体系，建设“国际知名、国内一流”的生物诊断试剂专业园区。

Taicang Bio-Bay --Life Science and Diagnosis Industrial Park relies on the national platform of Taicang Port Economic and Technological Development Zone, prioritizing to promote emerging industries of in-vitro diagnostic reagents, relevant equipments, and consumables. The industrial park also promotes leading industries of advanced incubation of genetic tests and macromolecule R&D for new medicines, and aims to combine the stages of early development and late business  to form up an innovative “triple jump” investment promotion system including enterprise incubator, business accelerator, and industrial base. It endeavors to establish a “world famous, national excellent” dedicated industrial park emphasizing on biological diagnostic reagents.

太仓生物港选址在太仓港经济技术开发区长江路西、银港路北，占地约250亩，建筑总面积18.38万平方米。园区周边基础设施完善，公路成网，5分钟内可达高速公路。

快速崛起的新港城距离太仓生物港约3公里，是太仓“一市双城”城市格局中的综合性城市新区，行政商务，商业配套、生活居住、教育医疗等城市功能齐全，是创业、安居的理想之地。太仓生物港南侧的菁英公社是一家成熟的人才公寓社区，可满足企业初创阶段所需的食宿、娱乐等生活要求。

Located on the west of Changjiang road and north of Yingang road in the Port Zone, Taicang Bio-Bay covers an area of 250 Mu with a gross area of 183,800 square meters. Taicang Bio-Bay will be equipped with comprehensive surrounding infrastructures, and a sound traffic network with only 5-minute driving distance to the highway.

Taicang Bio-Bay is approximately 3 kilometers away from the arising new port city, which is a new comprehensive city downtown to accommodate Taicang’s “one city, two downtowns” vision by intergrading commercial administration, business facilities, accommodations, education and medical services. The new port city will be an ideal place for both living and pioneering a business. The “Jingying Condo”, located in the south of the Taicang Bio-Bay, is a well- developed talents community to meet the needs of caterings, accommodations, and entertainment for new enterprises at start-up phase.

Planning and Construction of Taicang Bio-Bay

太仓生物港规划建设公共服务中心、孵化加速中心、产业中心、公用工程及检测中心四个区域，兼顾产业服务配套、孵化加速、规模化发展的要求。园区建筑布局以围合式组团为基本单元，向园区中央景观绿地集聚，引入活水河系，沿四周顺势韵律布置，提升园区环境品质。

Taicang Bio-Bay is designed to set up four sectors including public service centre, business incubation and acceleration centre, public engineering and test centre, and industrial cluster centre with due consideration of supporting facilities and requirement of scale development. The park layout is circled around with basic enclosure-type unit, centered in the central landscape, and drawing running waters to enhance environmental quality of the industry park.

1、公共服务中心：位于生物港园区中南部，拟建设行政商务办公楼、研发楼及附属设施，主要承担企业入驻办公、基地规划展示、项目报批服务、中小型公共实验室、大型仪器设备服务中心等功能，搭建“政、产、学、研”技术支撑平台（研究院、院士工作站）、报批服务平台、技术服务平台、企业孵化平台、信息资源共享平台、投融资平台、销售渠道平台、人才引进平台等。

Public Service Centre: situated in the mid and south of the industry park. We plan to build administration buildings, R&D buildings, and auxiliary facilities undertaking functions such as workplace providing business base planning exhibition, project approval services, small and medium-size public lab services, and large equipment service centre. Public platforms such as “Government, industry, academia and research” technical supporting platform (postgraduate research institute& academician workstation), project examination and approval platform, technical service platform, business incubation platform, information resources sharing platform, invest and financing platform, marketing & distribution platform, and talents introduction platforms are added to the timeline to give our full support.

2、孵化加速中心：位于生物港园区中部，以产业加速为主。建设标准化GMP厂房，厂房采取组团形式，每二、三或四幢GMP标准车间形成一个围合或半围合式的内庭院。GMP车间为4-5层多层设计，标准层面积1000-1700平方米。

Business Incubation and Acceleration Centre: situated in the mid of the industry park where standardized GMP workshops are planned to be built. The GMP workshops will be connected with enclosed and semi-enclosed courtyards. The workshops will follow multi-storied model (4-5 storey high), and an individual storey will cover 1000-1700 square meters.

3、产业中心：位于生物港园区西北部，主要功能为已具备产业规模企业作独立选址。

Industrial Cluster Centre: situated in the northwest of the industry park. Its main function is to accommodate the needs of land for sizeable enterprises.

4、公用工程及检测中心：位于生物港园区中北部，主要为园区提供配套动力、集中水处理、动物房、辅助设施及冷库、检测服务等。

Public Engineering and Test Centre: situated in the mid and north of the industry park. It mainly provides services of power facilities, centralized water processing, auxiliary facilities, cold store, and tests.

Infrastructures and Costs

开发区先后投入60多亿元资金，用于道路、供电、供水、供气、邮电通讯、污水管网、绿化美化等基础设施和配套设施建设，高标准打造“七通一平”的硬件环境，并通过了ISO14001环境管理体系认证。

The local government had invested over 6 billion RMB in building roads, power supply, water, gas, post and telecommunications, sewage network, and greenings. All the infrastructures and supporting facilities are certified with ISO14001 environmental management system and are of high standard to provide an upstanding hardware condition.

太仓生物港诊断产业优惠政策

Preferential Policies

一、企业申报生产许可奖励：

Premium for successfully applying product licenses

企业在太仓生物港投资后，获得一类、二类、三类医疗器械生产许可证的，分别给予10万元、20万元、60万元奖励，单一企业获得奖励的产品数最高为3个。

For those companies that invest in the industry park and successfully apply Class I/Class II/Class III medical instrument product licenses, the local government will reward 100,000 RMB/200 ,000 RMB/600,000 RMB accordingly. The number of the products that could apply for this particular premium should not exceed three products.

二、租金补贴奖励：

Rental subsidy

月租金为20元/平方米，初期给予入住企业“一免二减半”的租金补贴。

20RMB/ m3/month rental fee will be waived in the first year and halved in the second and third years.

三、税收地方留成奖励：

Tax incentive by local finance

企业所得税奖励：获利年度起地方留成部分“二免三减半”；

Enterprise income tax incentive: the enterprise enjoys a two-year exemption and a three-year half exemption for the port zone’s remaining part of the enterprise’s income tax, starting from the enterprise’s profit-making year.

增值税奖励：投产年度起地方留成部分“二免三减半”。

VAT incentive: the enterprise enjoys a two-year exemption and a three-year half exemption for the port zone’s remaining part of the enterprise’s VAT, starting from the enterprise’s production year.

四、国际国内认证奖励：

International and national certification reward subsidy:

对于企业研发的三类、二类医疗器械，获得美国国家药品和食品管理局(FDA)和欧盟欧洲统一(CE)等国际市场准入认证的，给予一次性50万元的奖励；

A single certification subsidy of 500,000 RMB will be given to companies that researches and develops of Class III/Class II medical instrument and are successfully certified by FDA and CE.

对首次获得药品生产质量管理规范(GMP)、药品临床试验管理规范(GCP)、药品非临床试验管理规范(GLP)认证的企业或研发机构分别给予一次性50万元的奖励;对实现与发达国家双边或多边互认的GMP、 GLP、GCP技术平台，再给予一次性50万元的奖励。

A single certification subsidy of 500,000 RMB will be given to companies who are successfully certified by GMP/GCP/GLP for the first time. And another 500,000 RMB would be rewarded for any technical platforms that are bilaterally or multilaterally recognized with developed countries.

五、科技、人才奖励：

Technology & Talents Subsidy

1、对太仓市级以上（太仓522、苏州姑苏人才、省双创、国家千人计划）的科技创新创业领军人才给予：

（1）30-250万元的安家补贴；100-400万元的专项经费资助（服务外包类人才，给予不少于50万元的专项经费资助）；

（2）100-500万元的风险投资；

（3）最高500万元的担保融资贷款，最高30万元的科技保险费补贴和最高50万元的贴息资助；

Premium for science-technology innovative and pioneering talents above the municipal level:

300,000 RMB to 2.5 million RMB housing subsidy. 1 million to 4 million RMB special project fundings.

1 million to 5 million RMB venture capital.

Up to 5 million RMB secured loans, 300,000 technology insurance subsidy, and 500,000 RMB interest subsidy.

2、博士学位人才及企业高管人员，所缴个人所得税的地方留成部分“二免三减半”；

Top management and talents with doctor degree enjoys a two-year exemption and a three-year half exemption for the port zone’s remaining part of their personal income tax, starting from the enterprise’s profit-making year.

3、“211工程”高校全日制本一类及以上毕业生，符合《太仓市紧缺高层次人才引进资助目录》规定的，在太无自购住房的人员，可享受：

（1）租房补贴：本科500元/月，硕士800元/月，博士1000元/月，享受期限最长不超过三年；

（2）在太购买首套住房的，享受安家补贴：本科5万元，硕士10万元，博士15万元；

（3）缴存住房公积金满6个月后，即具备申请公积金贷款条件，最高额度可放宽到本市现行最高限额的2倍。

Personnel graduating from “Project 211” division one fulltime universities in conformity with《Taicang funding catalog directory for introducing Urgently needed highly qualified personnel》 prescriptions and that has not purchased self-owned housing in Taicang will enjoy subsidies as below:

Rental subsidy: 500RMB/month for personnel with bachelor degree, 800RMB/month for master degree, and 1000RMB/month for doctor degree. The subsidy will be issued not exceeding three years.

Housing subsidy for those who owns housing in Taicang: 50,000 RMB for personnel with bachelor degree, 100 ,000 RMB for mater degree, and 150,000 RMB for doctor degree.

After 6 month’s payment into the public accumulation fund for housing, personnel are able to apply for double volume of housing loans to the municipal standard.
